Kelso: What’s so smart about $482 million ‘smart corridors’ plan?

I’m not smart enough to know if the city of Austin’s plan to put in a bunch of so-called smart corridors is such a smart idea. See, the city intends to eventually put in eight or nine of these smarty pants roadways, the idea being that they’ll ease traffic congestion by getting some people out of their cars.
